Mr. Freeze's son's backpack and gun from A Joker's Card, a locally produced fan film parody by MDI film.  The tanks are PVC pipe, held onto an ALICE pack frame by cable ties and gutter screen.  The tubes connection the gun to the tanks are filled with tinted GI-245 silicone.
